An OVI or criminal charge in Richland County moves fast — your first court date comes within days, and the 30-day clock to challenge your license suspension starts at arrest. I'm Jeff Honaker. I defend OVI, criminal, and serious traffic cases in the Richland County courts, and I'm based just up US-30 in Ashland.
Misdemeanor OVI, criminal, and traffic cases in most of Richland County are heard in Mansfield Municipal Court, which covers the county except for Shelby, Shiloh, Plymouth, and the six northern townships — those cases go to Shelby Municipal Court. Felony charges are handled by the Richland County Court of Common Pleas.
Where you were charged decides which prosecutor you face, how arraignments run, and what resolutions are realistic. Knowing the difference is a real part of the defense.
Ohio OVI penalties are the same statewide — what changes is the courtroom. These are the ranges set by ORC 4511.19, based on prior convictions within ten years:
| Offense (in 10 yrs) | Jail | Fine | License Suspension |
|---|---|---|---|
| First | 3 days – 6 months | $565-$1,075 | 1 – 3 years |
| Second | 10 days – 6 months | $715-$1,625 | 1 – 7 years |
| Third | 30 days – 1 year | $1,040-$2,750 | 2 – 12 years |
A test result of .17% BAC or higher is a “high-test” OVI and doubles the mandatory minimum jail time on a first offense. And the clock matters: you have just 30 days from arrest to appeal the administrative license suspension, and your arraignment comes much sooner.
Because closeness isn't the same as attention. I'm a solo attorney — when you hire me, I'm the one who answers your calls, appears at your hearings, and examines the traffic stop video. Flat fees quoted before you hire, most OVI and misdemeanor cases $1,500–$2,500, free consultation.
Free consultation — call, text, or send the contact form. The earlier I get involved, the more I can do.
